The opinion, which will be discussed in the general legislative session, seeks to allow this sector to have gradual, efficient and good access in a timely manner without any discrimination.

The bill amends the twelfth section of Article 6 and the eleventh section of Article 7 of the General Law for the Inclusion of Persons with Disabilities.
The lawmakers emphasized that efforts were made to provide medical care to the elderly and people with disabilities in the country, through social programmes, but they were not able to cover all their needs.

In addition, they explained that not everyone has access to social security, since a large part of our population is supported by trade and informal commerce, since the elderly are people who work in their productive age in fields or places where they did not have this. benefit.

While people with disabilities are at the expense of parents or relatives so that they can enroll them in some kind of insurance or get the opportunity to participate in some social program.

The legislators indicated the need for all these groups of the population to have access to social security, in order to guarantee the right to health, and for this reason they approved the free inclusion of the population with disabilities and the elderly in social security.

In addition, it has included a provision so that expenditures generated as a result of the entry into force of the Ordinance will be covered by the authorized budget of the responsible expenditure executors for the current and subsequent fiscal year, so no additional resources will be authorized for such purposes.
