The Foundation reaffirmed that it will abide by the requirements set by the law, in a statement responding to concerns raised by leaders of opposition political parties during their recent meetings with the head of the Independent National Elections Commission, Denis Kadima.

The report notes that some of the requests are not related to the constitutional mandate or powers of the commission, while others, such as the request for external review of the voter register, are not supported.

The plenary noted that such control is not a legal requirement, let alone a regulation in the DRC, in addition to the fact that the Independent National Electoral Commission (CENI) voluntarily submitted for an exercise of this kind, without yet providing evidence of a negative result or the need for a new review.

The statement reaffirmed that no later than 30 days before the election campaign, the commission will publish the final list of voters according to the polling place, with reference to the Electoral College.

“The electoral list of the entire province, city or group of municipalities of the city of Kinshasa, as the case may be, is submitted for consultation at the branch of the Independent National Electoral Commission,” the memorandum said. The national electoral file is available on the Electoral Commission website.

Elections in the Democratic Republic of the Congo are scheduled for December 20, and according to the Electoral Commission, reception and processing offices have already been set up and are working effectively.

“All required personnel are available, in particular agents and directors of the Independent National Commission for Elections and the General Directorate of Administrative, Judicial, State Revenue and Participation,” the report said.

He points out that there is a slowdown in presenting files by independent candidates, political parties and groups.

“The Independent Electoral Commission states that no extension will be granted,” the statement read.
