In this regard, the Ministry of Health document derived from the PSOE proposal specifies that, thanks to the public tender put forward to contract the works of the new health center, an “award proposal” was submitted in favor of the temporary union bid. The companies (UTE) formed by the entities Díaz Cubero and Portillo Telecomunicaciones, are first in the “Points Ranking”.

But after the entity was asked to submit documents of its “capacity and financial solvency” to implement the project, the aforementioned UTE withdrew its offer to go beyond the two-month period for the official award. Accordingly, according to the Board of Directors' letter, the contracting table asked the company to document the second highest-valued bid in the competition, Avanzasi, whose file “is subject to prior inspection, pending adjudication.”
